Phase I Environmental Site Assessment (ESA) in the U.S. is a preliminary evaluation of a property to identify potential or existing environmental contamination liabilities. Conducted according to the ASTM Standard E1527-05 standard, this assessment includes a detailed review of records, a complete site inspection, and interviews with the owners, occupants, various neighbors, and relevant local government officials.

The primary purpose of a Phase I ESA is to determine whether any Recognized Environmental Conditions (RECs) exist that could affect the property’s value or pose environmental risks. Phase I Environmental Site Assessment

Phase II Environmental Site Assessment

If contamination is suspected, a Phase II Environmental Site Assessment may be initiated to determine if the property in question, whether for acquisition, disposal, or construction, is contaminated, as the Phase I ESA suggested. An environmental specialist carries out this Phase, which includes soil sampling, groundwater sampling, indoor air quality testing, drums and waste materials testing, asbestos testing, and underground tank testing.

The final report should encompass the investigation results, a cost-benefit analysis, the need for further investigation, and recommendations for future actions.
